I have a theory that open enrollment happens during Halloween so that we can all drown our sorrows (and confusion) in leftover candy. It's the only explanation I can think of for why we must muddle through so much potentially expensive fine print during the best time of the year.

Which is almost always, let's be honest. I think way back in 1883, there was a time when benefit costs went down. That was also the year that the great blizzard buried the town completely, and the animals spoke, and other signs of the apocalypse abounded.
